The archbishop is the highest ranking authority which most Sabbat encounter on a regular basis. Each is the administrative head of either a very large and significant city, or a territory encompassing several smaller cities. The position of archbishop is both a civil and a military one, demanding the management of both internal concerns and external military enterprises. Above all, the archbishop is responsible for maintaining balance: balance between freedom and unity; tradition and innovation; military goals and civil developement. Powers of the Archbishop "The archbishop appoints and removes bishops and lower-ranking officers in his jurisdiction." (MET: Sabbat Guide The archbishop of a city or territory is responsible for maintaining the security and functionality of his appointed territory. By appointing and dismissing Sect officers beneith him, the archbishop is able to strengthen weak parts of the Sabbat chain of command and punish abuses of positional power. "The archbishop can create and remove templars" (MET: Sabbat Guide Not only can the archbishop appoint and dismiss his own templar, as a bishop might, but he may also remove the templar of bishops beneith him if those templar are being used abusively by their bishop. Alternatively, if the bishop refuses to remove templar who are abusing their positions, the archbishop may circumvent the bishop and remove the templar directly. "The archbishop can strip a vampire in her jurisdiction of the Status of Initiated and grant the Status of Hunted." (MET: Sabbat Guide As with bishops, this is a serious undertaking as it amounts to exiling a member of the Sabbat. An abuse of this power is considered a serious offense against the Sabbat. However, should such action be warrented, this decree is binding within the archbishop's territory. Even equals or superiors in the hierarchy can be expelled, given sufficient grounds. "The archbishop can temporarily strip priests under his command of one or more Status Traits for inappropriate performance of the ritae--that is, for performing them in a style the archbishop doesn't like."
