The cardinals serve as lords of the Sabbat's territorial holdings. Part governor, part general, these Cainites manage the affairs of massive geographic areas. It falls to the cardinals to appoint worthy and capable archbishops, and the coordinate the efforts of often thousands of packs spread across countless miles of territory.
